জাতিসংঘের এই সহযোগী সংস্থা (আইএলও) জানিয়েছেন, দ্বিতীয় বিশ্বযুদ্ধের পর এটাই সব থেকে সংকটময় দুঃসময় যাচ্ছে । বিশ্বজুড়ে এমন খারাপ পরিস্থিতি করোনা ভাইরাসের কারনেই হলো । দ্বিতীয় বিশ্বযুদ্ধের পর এমন ভয়াবহ পরিস্থিতি আর তৈরী হয়নি ।
এমন পরিস্থিতিতে বিশ্বব্যাপী অর্থনৈতিক অবস্থা থমকে দাঁড়াবে । তবে দ্রুত কার্যকরী ব্যবস্থা নিতে পারলে বছরের শেষ ছয় মাসেই অর্থনৈতিক অবস্থা ঘুরে দাঁড়াবে বলে আশা করা যাচ্ছে ।
আন্তর্জাতিক শ্রম সংস্থা (আইএলও) আরও জানিয়েছেন, যে পরিস্থিতি সৃষ্টি হয়েছে তাতে বিশ্বের ৮১ শতাংশ (৩৩০ কোটি) মানুষ আংশিক অথবা পুরোপুরিভাবে বেকার হয়ে যেতে পারে । কেননা কর্মক্ষেত্র ছেড়ে দীর্ঘদিন মানুষকে ঘরে আবদ্ধ অবস্থায় থাকতে হবে । এই পরিস্থিতিতে মালিক ও শ্রমিক উভয় পক্ষই সংকটাপন্ন অবস্থার মধ্য দিয়ে যাবে । এহেন পরিস্থিতে ৩৩০ থেকে সাড়ে ৩০০ কোটি মানুষ চাকরি হারাবে ।
অর্থাৎ বিশ্বের এমন কঠিন পরিস্থিতিতে ৩৩০ কোটি মানুষের ভবিষ্যৎ অনিশ্চয়তায় মধ্যে রয়েছে ।
আন্তর্জাতিক শ্রম সংস্থা (আইএলও) গত বছরের ডিসেম্বর মাসে আড়াই কোটি মানুষের বেকার হওয়ার পূর্বাভাস দিয়েছিলেন । কিন্ত পরিস্থিতি এখন এতটাই ভয়াবহ যে, বিশ্বব্যাপী প্রায় ৩৩০ থেকে সাড়ে ৩০০ কোটি মানুষ বেকার হয়ে দারিদ্রের কবলে পড়বে ।
বিশ্বব্যাপী করোনার প্রাদুর্ভাব ঠেকাতে সকল উৎপাদন ,আমদানি ও রপ্তানি এবং অর্থনৈতিক সকল কর্মকান্ড বন্ধ রেখে সকলকে ঘরে আবদ্ধ অবস্থায় থাকতে বাধ্য করা হচ্ছে । এছাড়া পরিস্থিতি নিয়ন্ত্রণ ও ভাইরাস সংক্রমন ঠেকাতে দেশ জুড়ে চলছে লকডাউন । মানুষের স্বাভাবিক চলাফেরার সঙ্গে সঙ্গে বন্ধ রয়েছে অর্থনৈতিক কর্মকাণ্ড।
প্রায় ৯৫% ব্যবসাপ্রতিষ্ঠান বন্ধ থাকাতে শ্রমিক ও মালিক বিপর্যয়ের মুখোমুখি রয়েছে । এই অবস্থায় উন্নত ও উন্নয়নশীল সকল দেশেই এ সংকট দেখা দিয়েছে ।
করোনা মহামারী পরিস্থিতির শেষ মুহূর্তে যথাপযোগী দ্রুত কার্যকরী ব্যবস্থা নিতে পারলে ৬ মাসেই অর্থনৈতিক অবস্থা ঘুরে দাঁড়াবে ।
এই সংকটময় পরিস্থিতিতে আমাদের সকলকে একসঙ্গে কাজ করতে হবে। জরুরি ভিত্তিতে কিছু পদক্ষেপ নিলে হয়তো এ পতন থেকে রক্ষা পাওয়া যেতে পারে।
